Innovations of financing, ownership and operation of municipal infrastructures and services.

 

KUPERA is a research project that focuses on recognizing, analyzing and developing innovative concepts and operations models for urban infrastructure, ownership, financing and related services.

The idea is to recognize and analyze innovative operation models and to implement development concepts of infrastructure services in collaboration with technical departments of cities. The international cases of transformation of urban infrastructure are described and their national application opportunities are evaluated.

In the research modules attention is paid to the innovations of financing, ownership and operation of infrastructure services. In the development modules selected pilots related to these themes are implemented in cities and further on development projects selected on the basis of pilots will be started.

KUPERA project develops operations of the KEHTO consortium (Kunta-alan kehittämisen haltuunotto; seizing of municipal development activities) for strengthening and institutionalizing KEHTO consortium as a platform to support community development and for coordinating and facilitating development activities related to urban infrastructure and related services.

Based on the results best practices will be recognized and recommended in order to develop the infrastructure sector and to open new business potential for service providers.
